Today, Citizens Against Government Waste (CAGW) named Pennsylvania Gov. Josh Shapiro (D) its September 2025 Porker of the Month for demanding reckless spending increases that have thrown the state into a budget crisis.
Gov. Shapiro wants new spending that would increase the 2026 budget deficit in Pennsylvania by billions of dollars. To help pay for his spending spree, Gov. Shapiro wants to raid the state’s Rainy-Day Fund. His plan would also force local school districts to raise instead of lower property taxes. Pennsylvania is in a three-month-long budget impasse because of Gov. Shapiro’s demands, which are disrupting public services and leaving taxpayers in limbo.
CAGW President Tom Schatz said, “Instead of being fiscally responsible and agreeing to the budget passed by the legislature, Gov. Shapiro wants to spend billions of dollars more, which has caused an impasse and threatens Pennsylvania’s long-term financial stability. His plan to raid the state’s Rainy-Day Fund to pay for his proposals is unwarranted. Rainy-Day Funds are meant for emergencies, not political wish-lists like bailing out public transit, raising energy taxes, and funding corporate welfare projects. For raiding savings, increasing taxes, and delaying spending across Pennsylvania, Gov. Shapiro is an easy choice for September 2025 Porker of the Month.”
Citizens Against Government Waste is a nonpartisan, nonprofit organization dedicated to eliminating waste, fraud, abuse, and mismanagement in government. For more than two decades, Porker of the Month is a dubious honor given to lawmakers and government officials who have shown a blatant disregard for the taxpayers.
